It makes sense that players would want to use what was believed to be a less-traveled highway to reduce the chance of running into hostile players and to make finding freshly generated chunks easier. I figure a lot of old chunks have been thoroughly mined out with X-ray. This data was only gathered from a specific timeframe. Some of the highways might have been more or less well traveled in the past. Also, I believe that NoCom could only view loaded chunks, so any fully abandoned bases that were never loaded in the duration of operation wouldn't be included in the data. It's still an unprecedented snapshot of the anarchy environment, but we must remember that it is indeed a snapshot. "Minecraft's oldest anarchy server" has a very long history, much of which has been lost to time.
